It's a huge issue, and we just opted for a dry wedding. Ours was small, though, so we could have afforded good wine. Nor were any of the people who came inclined to overindulge, but I sure have heard stories about other weddings!
Providing some toasting beverage is traditional; why not forgo the wine per se in favor of a round of champagne/apple juice?
Just don't do a cash bar instead; that's just tacky.
